Building a large pumped storage hydro power plant represented an old interest of the specialists within the National Energy System, all studies, evaluations and consulting assignments required for this purpose being funded primarily by HIDROELECTRICA SA and consisting of, but not limited to, the following:

  • The first analyses were carried out during 1975-1985, when the Institute of Hydro Energy Studies and Design was involved in drawing up placement studies and blueprint studies for a hydro power plant with accumulation through pumping in Romania. Subsequent to their research, 17 favorable locations were found.
  • During 1985-1988, based on technical and economical considerations, the plans were focused on the basin of Somesul Cald, where Tarnita lake could be the inferior reservoir, the location being considered as the most favorable, from geological and hydrological point of view.
  • Between 1988 and 1994, procurement notices were invited and analyzed for the main energy equipment of CHEAP Tarnita-Lapustesti, received from international competitors in the field, such as Ansaldo GIE (Italy), Toshiba (Japan), Alsthom-Neyrpic (France), Hitachi (Japan), Mitsubishi (Japan).
  • In 1994, the Institute of Hydroenergy Studies and Design drew up the Feasibility Study for the Tarnita-Lapustesti CHEAP.
  • In 1999-2000, Electric Power Development Co.-EPDC (Japan), an institute specializing in this field, carried out, based on a grant offered by the Japanese government, a new study.
  • In 2007, IPA/Verbund/Poyry Counseling Company carried out a feasibility study within the SEEREM program of the World Bank in 2005, financed by BIRD. The analysis was based on previous solutions and on the layout scheme proposed by the ISPH and EPDC, with small modifications useful to the objective.
  • In 2008, ISPH updated the feasibility study, according to the provisions of HG 28/2008 (regarding the Fezability Study content for projects financed from public funds).Â
  • In March 2009, the Government of Romania approved a Memorandum on the implementation of the pumped storage HPP Tarnita-Lăpuşteşti investment objective, memorandum has no legal effect today.
  • In August 2010, HIDROELECTRICA SA was hired a consultant (consortium) for the preparation process of attracting investors with Deloitte Consulting SRL leader. The consortium was composed of the following: the Romanian Commercial Bank and HydroChina Zhongnan and subcontractors the firm, Herbert Smith, Knight Piesold and Tempo Advertising. In February 2014, the term of the contract with this consortium was completed and was not extended by the contracting parties.
  • During March 2013-July 2014, the Government approved several memorandum on achieving pumped storage hydropower plant Tarnita-Lăpuşteşti investment, the most important being memoranda of 4 September 2013.16 October 2013 and July 31, 2014.
  • In November 2013 HYDRO TARNITA SA project company was established in order to implement the Project.
  •  In the year 2014 ISPH updated feasibility study that we developed in 2008 in terms of PSHPP Tarnita- Lapustesti project implementation.
  • In August 2014 Investor selection procedure was launched in two stages (the prequalification phase and non-binding offers of negotiation, followed by the second stage, the binding offers). The document underpinning the first stage is the “Documentation Prequalification” document developed by Hydro Tarniţa with legal counsel. Principles on which the tender procedure was developed by Memorandum approved by the Government and the selection procedure was approved by order of the Minister Delegate for Energy.
  • By the deadline of 30.01.2015 were submitted for a total of 5 offers investors participation in the selection procedure of the following consortia:
    – SINOHYDRO (HONG KONG) HOLDING LIMITED  și POWER CHINA HUADONG ENGINEERING CORPORATION LIMITED;
    – CHINA GEZHOUBA GROUP COMPANY LIMITED și WU LINGPOWER CORPORATION LIMITED;
    – CHINA HUADIAN ENGINEERING CO. LTD. și GUIZHOU WUJIANG HYDROPOWER DEVELOPMENT CO. LTD.;
    – HUANENG LANCANG RIVER HYDROPOWER CO., LTD. și HYDROLANCANG INTERNATIONAL ENERGY CO., LTD.;
    – HANERGY HOLDING GROUP LIMITED și HANERGY HOLDING (EUROPE) COOPERATIEF U.A.
  • Following analysis of all the documents submitted by the 5 bidders in the selection procedure, on 10.08.2015 was approved short list of pre-qualified investors, as follows:
    – CHINA HUADIAN ENGINEERING CO. LTD. și GUIZHOU WUJIANG HYDROPOWER DEVELOPMENT CO. LTD.;
    – HUANENG LANCANG RIVER HYDROPOWER CO., LTD. și HYDROLANCANG INTERNATIONAL ENERGY CO., LTD.;
    – CHINA GEZHOUBA GROUP COMPANY LIMITED și WU LINGPOWER CORPORATION LIMITED.
  • So far, there have held two rounds of negotiations with prequalified investors following:
    – CHINA HUADIAN ENGINEERING CO. LTD. și GUIZHOU WUJIANG HYDROPOWER DEVELOPMENT CO. LTD.;
    – HUANENG LANCANG RIVER HYDROPOWER CO., LTD. și HYDROLANCANG INTERNATIONAL ENERGY CO., LTD.;
  • At this moment it is in the process of drafting the Memorandum Strategy on the implementation of the project to implement hydroelectric pumping storage Tarnita – Lăpuşteşti, with an installed power of 1,000 MW, presenting a memorandum to develop ToR final.
